    This session introduces Cost Accounting Standards (CAS), which impose additional compliance requirements on Federal Government contractors and subcontractors. It explains the purpose of CAS, its relation to the Federal Acquisition Regulation, and how to determine if a contract is subject to CAS. Participants will learn about CAS coverage levels, exemptions, and the differences between "Full" and "Modified" coverage. The session also covers the 19 CAS standards, disclosure statement preparation, and administrative requirements for addressing changes in cost accounting practices.

    Brian Bender, CPA, is a Partner in Aprio’s Outsourced Accounting practice. Brian brings more than 20 years of experience, including more than 10 years of Federal Government contract compliance work (e.g., FAR, CAS, DCAA support, Incurred Cost Submissions, and indirect rate budgeting) and 10 years of internal industry accounting and finance experience. Brian advises Federal Government contractors in almost every industry on outsourced accounting services. His clients range from pre-revenue to more than $200 million. His consulting projects related to DCAA, FAR, litigation support, Incurred Cost Submission, accounting system reviews, etc. In industry he was a Controller and Director of Finance working on day-to-day tasks and CFO-level strategic topics. Brian is responsible for integrating new clients to outsourcing as well as providing system optimization, consulting services, and CFO-level advisory services. He understands client needs, currently and prospectively, provides expertise in many areas critical to small, growing, and established businesses. Brian lives in Northern Virginia with his wife and four children. Brian graduated from the University of Maryland. In his free time Brian likes to play golf, go to the gym, and coach/watch his kids play sports.
